When people think about integrating into Finnish society, the default assumption is usually: learn Finnish, take the Finnish YKI test, done.

Finland is officially a bilingual country and the Swedish-language route to citizenship and integration is a real and legally recognized one. Here’s what you need to know about the Swedish YKI test, and why it’s worth thinking about as an option.

Finland has two official integration languages

Finland has two national languages: Finnish and Swedish. According to a European Commission report on migrant integration in Finland, roughly 87% of the population speaks Finnish and about 5% speaks Swedish as a first language. Importantly, the Finnish government has set a specific target for immigration policy: it wants 5–10% of immigrants to complete their integration through Swedish rather than Finnish.

What is the YKI test?

The YKI test (Yleinen Kielitutkinto in Finnish, Allmän språkexamen in Swedish; “National Certificate of Language Proficiency”) is Finland’s official language proficiency exam. It’s issued by the University of Jyväskylä and is used to prove language skills for jobs, study places and more commonly citizenship applications.

The test is scored on a 6-level scale that maps directly onto the CEFR framework (A1–C2):

What level of Swedish do I need for Finnish citizenship?

To qualify for Finnish citizenship, you need at least level 3 (B1) in either Finnish or Swedish, in one of these accepted subtest combinations:

• Speaking + Writing (both level 3 or 4)
• Listening comprehension + Writing (both level 3 or 4)
• Reading comprehension + Speaking (both level 3 or 4)

Should I Choose the Swedish YKI Test?

1. If you live in a Swedish-speaking area

Finland has 53 municipalities where Finnish is not the sole official language, including bilingual municipalities and fully Swedish-speaking regions such as the Åland Islands and parts of Ostrobothnia. If you live or work in one of these areas, learning Swedish means learning the language you’ll actually hear and use day to day: at the grocery store, at your child’s school, with your neighbors.

2. Swedish is often a faster language to learn, especially if you already know English

Swedish is a Germanic language, just like English. It shares a large amount of vocabulary and a grammatical structure that’s noticeably closer to English than Finnish is (Finnish is a Uralic language, unrelated to English or Swedish, with a very different case system and grammar). For learners coming from an English-speaking or broader Germanic/Romance-language background, this typically means a shorter, less intense way to conversational and written competence. Your actual learning speed still depends on your own background and effort, but many students find Swedish grammar and vocabulary intuitive.

3. Swedish opens doors beyond Finland’s borders

Once you know Swedish, you gain a meaningful head start on understanding Norwegian and written Danish. The three mainland Scandinavian languages are mutually intelligible to a large degree, especially in writing. If international or Nordic-facing work interests you, Swedish is a strategic asset.

4. It’s an advantage in public institutions

Under Finland’s Language Act and the Act on the Knowledge of Languages Required of Personnel in Public Bodies, Finnish state authorities and bilingual municipalities are legally required to serve the public in both Finnish and Swedish. In bilingual municipalities, residents have the right to use either language when dealing with courts, healthcare, and other public services and in some sectors (healthcare, education, public administration) proven Swedish proficiency is a genuine job requirement or clear differentiator.

5. Even if you live in a Finnish-speaking area, Swedish can be your stepping stone

Many learners find they can prepare for and pass the Swedish YKI test in a meaningfully shorter runway than they’d need for the same level in Finnish.
